Asking After Icarus, the Town Resident

It looks like Roxy, the City Clerk, is looking for someone to help with his work. Let's go check out Community Board in front of Kerning City Civic Center. Roxy, the City Clerk, asked me to check on Icarus, a resident of the city. Let's go see how Icarus is doing. Only characters at Level 12 or higher can complete this quest. I checked on Icarus, a resident of Kerning City. In a city like this, no news is the best news.
